We were contracted to audit development costs for a gas condensate gathering and treatment facility, which was 90% complete. Our client had concerns that costs may overrun the original budget and wanted a verification of costs; essentially to ensure that these met the expected norms. The risk of cost overrun was also assessed. The unit was a small 20MMscfd facility with the capability to deliver pipeline specification gas, lease condensate and pressurised natural gas liquids; the liquid product was exported by truck. We used our cost estimating expertise along with our NetCo$ter cost estimating software to perform the work. We also developed cost estimates for two potential plant expansions of 20 and 30MMscfd.
